This formulation for a foaming cream cleanser is free of sulfates and betaines and easy to formulate with a cold-mixable process. Procedure

1. Add ingredients 1 – 6 in order, mixing until uniform.
2. Adjust to pH 6.5 – 7.5 with citric acid.
